Winter Running in Toronto: Cleared Routes, Wind Chill and What to Wear

You can run outside through a Toronto winter if you stick to paths the City clears, check the wind chill before you leave, and dress in layers. All cycling infrastructure, including multi-use trails like the Martin Goodman Trail, gets plowed once 2 cm of snow falls, while unpaved trails such as High Park’s are not maintained in winter. Move indoors when the wind chill hits −28 or ice makes footing unpredictable.

Which paths are cleared after snow

The City of Toronto’s levels of service put all cycling infrastructure, including multi-use trails, at a 2 cm trigger with a maximum of eight hours per round. Sidewalks are also cleared from 2 cm, within 12 hours. In practice, that makes paved multi-use trails the most reliable winter running surface in the city.

What isn’t reliably cleared:

  • Unpaved trails. High Park’s unpaved trails are not maintained in winter (City of Toronto).
  • Every path in every park. The City maintains trails and pathways in more than 250 parks in winter but says it can’t maintain all of them, because of local and environmental conditions (winter cycling page).
  • Low-lying valley stretches after a thaw. The City warns that parts of the Lower Don Trail get covered in runoff and silt after heavy rain, worst from the Riverdale footbridge south to Dundas Street. A freeze after that turns into ice.

Before a run after snowfall, check the City’s PlowTO map to see which streets have been serviced recently. It covers roads, sidewalks and bikeways. If a cleared trail has a problem patch, you can report it to 311 as a winter maintenance request.

When to stay in: wind chill, not temperature

Wind is what makes a Toronto January run dangerous, especially along the lake. Environment and Climate Change Canada sets out the risk by wind chill value (source):

Wind chillRiskWhat it means for a run
0 to −9LowRun as normal, with a hat and gloves
−10 to −27ModerateFine if you’re covered up; shorten the route and stay near shelter
−28 to −39High: exposed skin can freeze in 10 to 30 minutesMove indoors, or keep it very short with every inch of skin covered
−40 and colderVery high to severeDon’t run outside

Plan your route so the wind is in your face on the way out and at your back on the way home, when you’re sweaty.

How to dress

Health Canada’s extreme cold advice applies directly: wear layers with a wind-resistant outer layer, choose wool or synthetics over cotton, and remove a layer before you start sweating. For running, that becomes:

LayerOn a −5 dayOn a −15 day
BaseLong-sleeve wicking top, running tightsSame, plus a thermal base under tights
MidNone or a light zip topFleece or insulated running top
OuterWind-resistant jacketWind-resistant jacket and wind pants
ExtremitiesLight gloves, thin hatMitts, warm hat, neck gaiter over nose and mouth
FeetNormal running socks and shoesWool socks; slip-on traction cleats if paths are icy

Dress so you feel a bit cold for the first five minutes. If you’re warm standing at the door, you’ll be soaked by the halfway point, and wet clothing loses heat fast in wind.

Light, ice and footing

Toronto winter runs often happen in the dark. Wear a headlamp or chest light and reflective gear, especially on shared trails where cyclists may be moving faster than you expect. The City asks cyclists to use lights from 30 minutes before sunset until 30 minutes after sunrise; it’s a sensible window for runners too.

On ice, shorten your stride, land under your hips, and slow down on bends and bridges. Bridges and boardwalks freeze before paths on solid ground. If you’re unsure of the footing, walk that stretch. A fall on ice can cost you more training time than any missed run.

The indoor fallback

On the worst days, a treadmill or an indoor track saves the week. The City of Toronto runs more than 40 weight and cardio rooms, and an adult FitnessTO membership for weight and cardio rooms costs $33.73 a month before tax (City of Toronto). Set the treadmill at a 1% incline for easy runs and keep your outdoor runs for days when paths are clear.

If running is your main tool for weight loss, winter is the season to plan for. The guide to staying on track with weight loss in a Toronto winter covers the eating side of the season.

What to do this week

Pick a cleared route, ideally a paved multi-use trail near you from the beginner running routes in Toronto, and plan two outdoor runs and one indoor run. Set a wind chill cut-off now, so you don’t argue with yourself on the cold morning. If you want someone to adjust your plan around the weather each week, weekly coaching builds that in.

Questions people also ask

Is it safe to run outside in Toronto in winter?

For most healthy adults, yes, on cleared paths and with the right layers. Check the wind chill before you leave: Environment and Climate Change Canada puts −28 and colder in the high-risk band, where exposed skin can freeze in 10 to 30 minutes.

Which Toronto trails are plowed in winter?

The City clears all cycling infrastructure, which includes multi-use trails, once 2 cm of snow has fallen, with a maximum of eight hours per round. Pathways in more than 250 parks are maintained, but not every path in every park.

What should I wear for winter running?

A thin wicking base layer, an insulating mid layer on cold days, a wind-resistant shell, a hat, gloves or mitts, and something to cover your nose and face. Dress so you feel slightly cold for the first five minutes.

Should I run on the treadmill instead in a Toronto winter?

On icy days and in high-risk wind chill, yes. Otherwise, mix both: outdoor runs keep you used to the conditions, and indoor ones let you hold quality sessions when the paths are bad.
